The basic food law in Hong Kong is laid down in  Part V and Part VA of the Public Health and Municipal Services Ordinance (Cap. 132). The main provisions cover general protection for food purchasers, offences in connection with sale of unfit food and adulterated food, composition and labelling of food, food hygiene, seizure and destruction of unfit food , and the Authority’s power to make an order to prohibit the import/ supply and to order a recall of the food under certain conditions. Controls in specific areas are provided in subsidiary legislation under the Ordinance such as: Additives & Preservatives, Dairy, Meat, MRL's, Composition & Labelling etc. 

Understanding Hong Kong Regulations / Ordinances: The date put in the square brackets [ ] is the commencement date of an Ordinance / Subsidiary Legislation. The commencement date of a particular provision is the 'Version Date" of a section. For example, a date "01/09/1999" and "L.N. 227 of 1999" is put into the field of "Gazette Number". It means that particular section was amended and the commencement date of the amendment was 01 September, 1999 by virtue of a commencement date notice gazetted as L.N. 227 of 1999.
